VADODARA, April 14: The Congress-sponsored tribal rally here today presented a picture of unity within the party but, at least in the city set-up, that may be just a facade. There is massive discontent over the party's decision to scrap the posts of joint and organisational secretaries in all its units and, with most lobby groups feeling as though they've got a raw deal, the faxes of complaint have already started reaching Madhavrao Scindia, in charge of Gujarat affairs, in New Delhi.

The Congress list, released last week, shows 11 posts of general secretary, of which four have gone to the minorities and the BC/OBC. And of the 12 posts of secretary, there are five representatives from the minority and the backward classes.

Also an estimated 15 representatives of the minorities, OBC/BC and tribals (and 12 women) have found place in the 84-member executive committee. That, however, will be of little consolation, because members of the executive committee have no voting power.

It's a point picked up by former party MP Satyajit Gaekwad, who complains that youth leaders who had taken part in the agitation against the price rise have not been give due representation. While Yogesh Bhatt has not been included in any of the committees, Mukesh Jaiswal has found place only in the executive committee.

Gaekwad also alleges that even in the appointment of minorities, the party has stuck to the old timers rather than also accommodating the younger generation.

One partyman, requesting anonymity, says the party's membership drive would suffer as not many youth have been made office-bearers. Gaekwad says that though the State party tried to strike a balance, it should have consulted local leaders.

Former Mayor and senior partyman Dalsukh Prajapati, who has sought to be excluded from the executive committee, also feels youth and tribals have got a raw deal. Prajapati says that the posts of joint and organisational secretaries should be revived.

When contacted, state party chief C D Patel admitted that there was discontent. ``It is true that we have not been able to accommodate 15 to 20 persons. They should have been accommodated,'' he said, adding that their case was being considered and would be accommodated as office-bearers, if not now then next time. About youth leaders seeking to become office-bearers, he said not everyone could be given a chance and anyway they were already in the NSUI.

Asked to comment on the faxes being sent to Scindia, he said: ``It happens. Those who have a grudge have already informed me.''

Vadodara, April 15: FRACAS broke out between the NSUI and ABVP members in the M S University campus on Thursday when the latter took objection to the distribution of best of luck cards, signed by the Congress candidate Satyajit Gaekwad, by the NSUI members to the students of faculty of commerce appearing for their examination.

The university authorities had to call in the police, though the situation did not take a violent turn. The ABVP taking objection to it termed it as a political stunt and violation of election code of conduct. ABVP also said the whole exercise disturbed the students during the examinations.


The NSUI activists denied the allegation resulting in a fracas.

Dean of the faculty M D Mohite said, ‘‘We sought the help of the police mobile van because we wanted to see to it that the examinations pass off peacefully.’’

NSUI leader Prakash Verma however said that they were distributing the cards outside the university campus and it was in no way violation of the election code of conduct.

‘‘We were not forcing any student to accept these cards, only those who wanted it took the cards,’’said Verma.

ABVP leader and general secretary of the faculty Dharmesh Panchal termed the NSUI activoty as a political stunt and said that distributing such cards only disturbed the students.

‘‘Such activities should not be allowed inside the campus and it is an absolute violation of code of conduct,’’ said Panchal.


Congress to field youngsters to win back BJP bastions

This Lok Sabha election, the Congress will be fielding fresh and young candidates to win back Bhavnagar, Rajkot, Ahmedabad, Surat and Gandhinagar constituencies, where they have been losing out since 1990.


With Rahul aggressively targeting the youth and reiterating that 30 per cent of the seats should be given to youngsters, the Congress is in the process of identifying charismatic players who could turn the game around for the party.

A top Congress leader told Mirror that Ahmedabad, Bhavnagar, Rajkot, Surat and Gandhinagar seats, that have been slipping out of Congress’s hand since 1990, can see new faces this time.

Even Vadodara, where the Congress bit the dust in the past two Lok Sabha elections may see a fresh face, despite the fact that Satyajit Gaekwad lost by a small margin in 2004.

“We are in the process of identifying diamonds. We will polish the raw diamonds and once they gain confidence, we will introduce them to the political arena. This is what Rahul Gandhi wants and we are working on it,” said Siddharth Patel, president of the Gujarat Pradesh Congress Committee.

“The youth Congress elections will be held soon and we will have around 3,000 elected youngsters across Gujarat. They will be groomed and the best ones shall be fielded, Patel said.

Leader of the Opposition in the Vidhan Sabha Shaktisinh Gohil said the Congress has always had younger leaders than the BJP.

“Rahulji is the youth icon of the party and as per his directions, the youth will be given a chance in constituencies where the Congress has faced successive defeats. He believes young representatives have a far better connect with the electorate, deliver more and can adapt easily to circumstances,” Gohil said.

“A process to identify such leaders and constituencies has already commenced following the directions of AICC working committee,” he added.

Rahul Gandhi had also suggested that youngsters may not necessarily contest “easy seats” and that they could be assigned “challenging seats” too to take on rival BJP. “Give me one youth icon the BJP can come up with in any state,” Modhvadia said.

He claimed that be it Virji Thumar, Vikram Madam, Jashu Barad, Kishan Patel or Tushar Chaudhry, the Congress has always had young MPs. “Along with the youth, the Congress will also be focussing on experienced candidates and women leaders,” he said.
Gaekwad holds one-to-one talks with legislators

Pondicherry Sept. 11. The AICC secretary, Satyajit Gaekwad, today held one-to-one discussions with party legislators and office bearers on selection of a nominee for the September 29 Rajya Sabha poll.

The meeting each of the Ministers E. Valsaraj, A. Eluamalai, K. Lakshminarayanan, and M. Chandirakasu and legislators and also two Independents supporting the Rangasamy Government from outside had with the AICC secretary lasted for five to ten minutes. Former Home Minister, P. Kannan, also met Mr. Gaekwad.

Earlier on arrival at a hotel, the PCC leader, Narayanasamy, along with Mr. Valsaraj and the Youth Congress leader, K. Pandian, called on Mr. Gaekwad. Mr. Narayanasamy and Mr. Kannan are among those in the race for the party ticket.

Mr. Gaekwad also held closed-door meetings individually with different functionaries of the party.

A group of representatives of the Mahila Congress also called on him.

Taking time off his busy schedule, he came down at one stage to meet the large number of supporters of Mr. Kannan waiting outside to meet him. They requested Mr. Gaekwad that Mr. Kannan be the nominee for the poll. Mr. Gaekwad said he would pass on the sentiments to the high command for a decision by Sonia Gandhi.

The Chief Minister, N. Rangasamy, and the Agriculture Minister, A. Namassivayam, called on Mr. Gaekwad after they returned from Tindivanam.

Mr. Narayanasamy said Mr. Gaekwad had been requested to participate in the demonstration organised at Villianoor by students wing to protest the `anti-people policies of the NDA Government at the Centre'.

Meanwhile, M. Sivaprakasam, Returning officer, said one K. Padmarajan from Mettur (Salem) filed the nomination today. The election is scheduled for September 29

Gujarat averts a crisis

GANDHINAGAR, DEC. 6. The symbolic ``kar seva'' by the pro-dam Narmada Jan Andolan, an offshoot of the Maharashtra Shetkari Sangathan, at the dam site in Kevadiya Colony on Saturday was a major success for the BJP Government in Gujarat in defusing the crisis threatening to cause further delay in the implementation of the long-awaited project.

The Andolan all along had the tacit support of the Government. Initially it encouraged the pro-dam forces to plan massive demonstrations both within and outside the State to counter the tirade against it by the Narmada Bachao Andolan and tell the world that the supporters of the dam project outnumbered opponents. But the timings of the kar seva programme proved inconvenient to the Government in view of the case pending before the Supreme Court. When the programme was announced by the Sangathan chief, Mr. Sharad Joshi, in October, the Chief Minister, Mr. Keshubhai Patel, even offered to be present during the ceremony but later it dawned on the State Government that its open support might be misunderstood by the apex court and could prejudice its case as the court criticised the NBA leaders, Ms. Medha Patkar and Ms. Arundhati Roy, for organising public rallies against the project even when it was seized of the matter.

The State Government objected to the NJA offering the kar seva inside the restricted areas of the dam for fear of the Madhya Pradesh Government making it an issue in the apex court and cause further delay in the project implementation.

The Government offered to cooperate if Mr. Joshi shifted the site of the kar seva outside the restricted areas which would not come under court purview. But his refusal, apparently for fear of losing credibility among his supporters, made the Government impose prohibitory orders.

Significantly the Narmada Affairs Minister, Mr. Jaynarayan Vyas, could achieve the objective he was propagating earlier by making the kar sevaks toe his line. Mr. Vyas had no objection to the kar sevaks collecting water downstream, but Mr. Joshi and his Congress(I) supporters were insisting on climbing the dam wall to collect water upstream and pour it into the main canal as a symbolic gesture of ``initiating'' the project.

First Mr. Vyas ordered the authorities concerned to release a substantial quantum of water from the dam to reduce the level and thereby make it impossible for the kar sevaks to reach for the water. Later, he allowed a handful of kar sevaks and their main leaders, including Mr. Joshi and the former Union Minister, Mrs. Urmilaben Patel, to ``penetrate'' the police security at the dead of night and surface downstream to offer the kar seva.In a bid to avert a confrontation between the security staff and the demonstrators, the Government did not allow the kar sevaks to march to Kevadiya Colony in large numbers and detained most of them at transit camps in Baroda, Ankleshwar, Netrang and other places where they had been waiting to leave for the dam site the next morning. It allowed the leaders to perform kar seva downstream as was originally suggested by Mr. Vyas. This, apparently, was a face-saving device for both the State Government and the NJA since a confrontation between the police and the pro-dam forces could have been counter-productive. The BJP leadership, which was planning to send party workers in large numbers to Kevadiya Colony to squat on the roads and prevent the kar sevaks from entering the restricted areas, was also persuaded against implementing the programme to prevent a clash between the two sections of the pro-dam forces.

The former national president of the Youth Congress(I) and supporter of the NJA, Mr. Satyajit Gaekwad, claimed that Mr. Vyas was in touch with the Andolan leaders the previous day to persuade them to perform a token kar seva downstream and resolve the crisis for the time being but backtracked later and the local police threatened to arrest all the leaders to frustrate the move.

Mr. Gaekwad's claim that the Andolan leaders planned to march through the jungle route to reach the dam site and flout the prohibitory orders seems untenable. The move was neither surprising nor clandestine as the NJA leaders had even taken presspersons with them during the night journey and it is difficult to comprehend that the police could be unaware of the route. Apparently Mr. Joshi and company were enacting the drama skilfully scripted by Mr. Vyas, and a major crisis surrounding the ``lifeline of Gujarat'' was averted

Grand campus or a wrestling ring?

VADODARA, Dec 24: The fabled M S University resembled a political wrestling ring on Thursday when second-rung politicians converged on the campus to present a crude display of their abilities and aggravate an already surcharged atmosphere in wake of violence during polling for the students' union elections.

Leaders from the Congress and the Bharatiya Janata Party hovered around the campus rekindling trouble where it showed signs of subsiding and stoking fires already burning. Strutting around with their henchmen, the leaders managed to sideline the student community and its interests, using lung power to provoke contestants into taking out protest demonstrations and sitting on fast.

Though they have nothing to do with education in Vadodara, former MP and former national Youth Congress president Satyajit Gaekwad and State BJP Youth wing president Amit Thakker, who came to Vadodara from Ahmedabad especially for the elections, played stellar roles in directing activity on polling day. The campus was buzzing with the presence of people affiliated to political parties as members of the students' union acted on the orders of their respective bosses.

Nothing illustrated this better than the problem of the missing name on the ballot sheet. While Hetal Shah, contesting as number 7, initially agreed with the decision of the authorities to defer the polls, changed his mind after a talk persons who were not part of the university set-up.

Similarly, Mayur Patel (Chhote Sardar), contesting under the ABVP's patronage, had decided that he would act according to the decisions of the university authorities to postpone the elections only for those contesting for the post of VP. However, prompted by Thakker, Patel took out a rally in the Faculty of Science shouting slogans against union president S R Pandya (known to have links with the Congress). This reporter was present when Thakker directed him to sit on an indefinite fast protesting against the `mismanagement' of administrative authorities. He called off the fast only after Pandya had accepted his position.

Gaekwad and city Congress president Narendra Rawat were no exception. In fact it was Rawat who went to convince Vice-Chancellor Anil Kane that elections should be called off and arrangements for fresh polls be made. When they found the authorities not obliging, Gaekwad instructed Rawat -- again, in the presence of this reporter -- that Congress-backed candidate Yogesh Patel should sit in front of the faculty.

And you thought university elections were about students' welfare!

40 Congress workers booked for unlawful assembly

The Vadodara police on Sunday detained at least 40 Congress workers, including the city party president Suresh Patel, for holding demonstrations during Chief Minister Narendra Modi's visit to the city. They were protesting against the VMC authorities for 'not carrying out' major repairs.

Among the detained leaders were former Congress MLA Satyajit Gaekwad and VMC opposition leader Chirag Zaveri.

They were later taken to the Pratap Nagar Police Headquarters.

According to the police, the protestors were booked for unlawful assembly and disturbing police officers on duty.

કંબોઇ ખાતેથી કોંગ્રેસની પરિવર્તન સાઇકલ યાત્રાનો આરંભ

૧૭ વર્ષથી રામની પાછળ ભાજપ વાળા પડયા છે. સત્તા આવે એટલે અડવાણી કહે રામમંદિર ભાજપના એજન્ડામાં નથી. હવે રામ મૂકી રામસેતુ પાછળ લાગશે તેમ આજે વિધાનસભાના વિપક્ષી નેતા અર્જુનભાઇ મોઢવાડિયાએ કાવી કંબોઇ ખાતે કોંગ્રેસની પરિવર્તન સાઇકલ યાત્રાના કાર્યક્રમમાં જણાવ્યું હતું.

ભરૂચ જિલ્લામાં તા. ર૩ થી ૩૧ મી સુધી પરિવર્તન સાઇકલ યાત્રાનું આયોજન કરવામાં આવ્યું છે. આ આયોજનનો આરંભ કાવી કંબોઇથી સોનિયા ગાંધીના રાજકીય સલાહકાર અહેમદ પટેલે લીલીઝંડી આપી કરાવ્યો હતો. આ પ્રસંગે ઉપસ્થિત રહેલા મોઢવાડિયાએ મોદી પર આકરા પ્રહારો કરતા જણાવ્યું હતું કે ગુજરાતમાં સુરક્ષિત હોય તો એકમાત્ર મોદી છે. સુરતની સભા દરમિયાન કશુ ન થયું ને ભાષ્ાણ પુરૂ થયા બાદ સ્કૂટર સળગ્યા.

મોઢવાડિયાએ જણાવ્યું હતું ગુજરાતની ભૂમિ ગાંધી સરદારની ભૂમિ છે. ગાંધીજી અને સરદાર પટેલ સોનાની ચમચી સાથે જમ્યા હતા છતાં આઝાદી માટે ફકીરી વહોરી હતી. આજે ભૂખડી બારસનું શાસન છે. પગમાં પહેરવા ચંપલ ન હતા તે ગાડીમાં ફરે છે. મોઢવાડિયાએ વધુમાં જણાવ્યું હતું કે તેલના કુવા પછી આપો પહેલા પાણીના કુવાઓ આપો ચકલી ખોલોને ગેસ આવશે તેવી વાતો કરી પણ ચકલી ખોલે પાણી આવે તેવું કરો.

સોનિયા ગાંધીના રાજકીય સચિવ અહેમદ પટેલે જણાવ્યું હતું કે, ભાજપના મિત્રો જાત જાતની વાત કરી લોકોને ગુમરાહ કરવાનો પ્રયત્ન કરી ધોળા દિવસે તારા દેખાડવાની વાત કરે છે. ભાજપના ચૂંટણી ઢંઢેરામાં ૩૮પ માંથી ૭૦ થી ૮૦ જ પૂર્ણ કર્યા છે. ૩૦૦ વચનો ભાજપ પુરા કરી શકયું નથી.

ભાજપની કથની અને કરણીમાં ફેર છે. મતદારો માલિક છે તેનો ચૂકાદો કોઇને ખબર નથી. પટેલે વધુમા કેન્દ્ર સરકારની ગ્રાંટ આવતા ઓવર ડ્રાફટ લેવા પડતા નથી તેવું આયોજન કરાયાનો દાવો કરી જણાવ્યું હતું કે દહેજ ગંધાર યુનિટનું રાજીવ ગાંધીએ ભૂમિ બિન્દુ નક્કી કર્યું હતું. આ ઉધોગ બિહાર ઉત્તર પ્રદેશ લઇ જવાની વાત હતી. દર વર્ષ્ોઉધોગપતિઓને બોલાવી રોકાણની જાહેરાત કરવામાં આવે છે. હકીકતમાં રોકાણ કેટલું થયું તેના આંકડા તપાસવા જૉઇએ.

પ્રદેશ કોંગ્રેસ પ્રમુખ ભરત સોલંકીએ જણાવ્યું હતું કે, ગુજરાતમાં પાંચ કરોડ પ્રજાની નહી પાંચ કરોડપતિની સરકાર છે. સાથે સાથે કેન્દરનું કરોડોનું દેવું પણ છે. આજે રાજય અનેક ક્ષેત્રે પાછંુુ પડી ગયું છે. ટેક્ષટાઇલના ધમધમતા ધંધા દવાની કંપની હિમાચલ ચાલી ગઇ, હિરા ઉધોગ મંદ પડી ગયો છે. આ પ્રસંગે પ્રભારી બી.કે.હરિપ્રસાદ, નિરીક્ષક અવિનાશ પાંડે, સત્યજીત ગાયકવાડ, જહાંગીર પઠાણ વગેરેએ પ્રાસંગીક ઉદબોધન કર્યું હતું.

કોંગ્રેસની ગુજરાત નિર્માણ રથ યાત્રા વાઘોડિયા તાલુકામાં પહોંચી

લોકસભાની યોજાનાર ચૂંટણીને ધ્યાનમાં રાખી વાઘોડિયા લોકસભાના મતદાન વિસ્તારોમાં ગુજરાત પ્રદેશ કોંગ્રેસ સમિતિ દ્વારા ગુજરાત નિર્માણ યાત્રા રથ યાત્રાને સારો આવકાર મળી રહ્યો છે. ૨૯મી સપ્ટેમ્બરના રોજ વાઘોડિયા ગામના જુના બસ સ્ટેન્ડથી વેરાઈ માતાના મંદિર સુધી ગુજરાત પ્રદેશ કોંગ્રેસ સમિતિના પ્રમુખ સાથેની એક રેલી યોજાઈ હતી. લોકસભાની ચૂંટણીઓને લક્ષ્યમાં રાખીને ગુજરાત પ્રદેશ કોંગ્રેસ દ્વારા વાઘોડિયા લોકસભાની સીટમાં આવતા મતદાર વિસ્તારોમાં વડોદરા જિલ્લા કોંગ્રેસ પ્રમુખની સુચના મુજબ દરેક સ્થળે ગુજરાત નિર્માણ રથ યાત્રા નીકળી છે. આ રથ યાત્રા દ્વારા કેન્દ્ર સરકારની લોકો ઉપયોગ કામો સમય અને ગુજરાત સરકાર દ્વારા જે મુદ્દાઓ અને પ્રચાર થાય છે તેની સમજ પ્રજાજનોએ આપવામાં આવે છે. આ રથયાત્રા દ્વારા જન જાગૃતિ લાવવાનું કાર્ય થઈ રહ્યુ છે. છેલ્લા ચાર- પાંચ દિવસોમાં આ રથયાત્રા તાલુકામાં ફરે છે. જેને પ્રજાજનો દ્વારા સારો આવકાર મળી રહ્યો છે.

આ સમયે ગુજરાત પ્રદેશ કોંગ્રેસના પ્રમુખ સિધ્ધાર્થભાઈ પટેલના નેતૃત્વ હેઠળ રેલી યોજવામાં આવી તેવી જ રીતે વાઘોડિયા તાલુકાની રથયાત્રા તાલુકાના અન્ય ગામોમાં જેવા કે તાલુકાના ખેરવાડી, સૌડાલ, રૃસ્તમપુરા, વેડપુર, ગોરજ, સાંગાડોલ, માડોઘર, વાઘોડિયા થઈ વેસણીયા તથા જરોદ વિસ્તારોમાં ફરી રહી છે અને તેઓની સાથે વાઘોડિયા તાલુકા કોંગ્રેસ પ્રમુખ, રાજુભાઈ પટેલ, સતીષભાઈ મકવાણા, ગોરજ ગામના મહંમદભાઈ શેખ, પારૃલ કોલેજના ડો. જયેશભાઈ કે. પટેલ, પ્યારાસિંગ વાઘેલા, મુકેશભાઈ  મહેતા, નગીનભાઈ પરમાર, ઠાકોરભાઈ પરમાર તથા માજી સાંસદ સત્યજીત ગાયકવાડ પણ આ ગુજરાત નિર્માણ યાત્રાની ફેરણીમાં ફરી રહ્યા છે. અનેક લોકોપયોગી પગલાનીં જાણકારી આપવા નીકળેલ ગુજરાત નિર્માણ યાત્રાની ફેરણી દરમ્યાન લોકોનો સારો આવકાર મળેલ છે.

ગુજરાતને કુ.શાસન માંથી મુકત કરવાનો સંગ્રામ છે તેને બહાર કાઢવા આ યાત્રા છે તેમ સોનિયા ગાંધીના રાજકીય સચીવ અહેમદ પટેલે આજે સેલંબાથી નીકળેલી પરિવર્તન સાઈકલ યાત્રાના કાર્યક્રમમાં જણાવ્યું હતું. આ પ્રસંગે ઉપસ્થિત રહેલા અન્ય આગેવાનોએ ભાજપ પર આકરા પ્રહારો કર્યા હતાં.

ગુજરાત પ્રદેશ કોંગ્રેસ સમિતિ દ્વારા આજે નર્મદા જિલ્લાના સેલંબા ખાતે પરીવર્તન સાઈકલ યાત્રાનો પ્રારંભ કેન્દ્રીય કાપડમંત્રી શંકરસિંહ વાધેલા, ફિલ્મી અભિનેતા રાજબબ્બરે કરાવ્યો હતો.

આ પ્રસંગે ઉપસ્થિત કેન્દ્રીય કાપડમંત્રી શંકરસિંહ વાધેલાએ જણાવ્યું હતું કે ગુજરાત સરકારે જાહેર કરેલ વનબંધુ યોજનાએ વનબંધુ યોજના નથી પરંતુ ધનબંધુ યોજના છે. ગરીબ ગામડાના ખેડૂત વીજચોરી કરે તો હાથકડી પહેરાવાય છે. બીજી બાજુ ખમતીધર વીજચોરી કરવાવાળાને છુટો દોર અપાય છે.

ગરીબોની હામી કહેવડાવતી ભાજપ સરકારે વિધવાઓના પેન્સન બંધ કર્યા છે. સોનિયા ગાંધીના સચિવ એહમદ પટેલે જણાવ્યું હતું કે કોંગ્રેસનો સંદેશ એકતા અને ભાઈચારાનો છે. ભાજપમાં કુ. શાસન ચાલે છે અને ગુજરાતને તેમાંથી મુકત કરવાનો સંગ્રામ છે તેને બહાર કાઢવા આ યાત્રા છે.

Gujarat grew at approximately 12 per cent in 2006-07 against India's overall growth of about 8 per cent that year. Fantastic, said Montek Singh
Ahluwalia, and lauded Gujarat's achievement. He must have stuttered on this praise, because all credit on this score would go to Narendra Modi.

But wait! What is so great about this statistic? In 1994-95, Gujarat surged at the rate of 13.2 per cent. Where was Modi then? In the years between 1994 and 2001, Gujarat's state domestic product registered a growth average of 10-13 per cent. At the tail end of this period Modi stepped in as chief minister. What then has Modi done that is so special?

Let us take a long look at Gujarat. This state was already among the top three in India by 1990. It took Gujarat 20 years after it was created in 1960 to climb up from the eighth rank to the third spot. Twenty years of hard work, led primarily by Congress governments, it may be added. Over 35 per cent of its infrastructural augmentation for power generation happened between 1995-2000. If Gujarat today can show off its treasure chest, it should gratefully remember its pre-Modi past.

Besides other riches, Gujarat processes 49 per cent of the country's petroleum products. It also has India's largest shipyard in Bhavnagar, as well as the giant Reliance refineries in Jamnagar. Even on something as pedestrian as soda ash, Gujarat is responsible for 90 per cent of India's production. All this happened well before Modi cut his political incisors.

So what is so dazzling about Gujarat's current prosperity? Nothing really. In spite of decades of growth as usual, as much as 93 per cent of Gujarat's workforce toils in the informal sector. This is why growth is not always development. In fact, on the Human Development Index, Gujarat fell one place in 2003-04, and now ranks below Kerala, Punjab, Tamil Nadu, Maharashtra and Karnataka. In terms of rural prosperity Gujarat is at number five and well behind Punjab, the front ranker.

Now this is a hard one. Workers employed under the National Rural Employment Guarantee Scheme in Gujarat receive half of what their counterparts get elsewhere. Interestingly, this fact was recently released by a parliamentary committee headed by Kalyan Singh, who was then with the BJP.

Ernst & Young, consultants for the 2005 Vibrant Gujarat conclave, ranked Gujarat's investment climate behind that of Kerala, Maharashtra, Tamil Nadu, and on par with Karnataka's. In terms of Workforce Quality, however, the same professionals gave Gujarat a very average "B grade" as it failed to measure up on a number of counts. It may be recalled in this connection that the Asian Development Bank in 1996 had ranked Gujarat as number two in India in terms of its investment climate. But in 2005, it was rated at number five. Perhaps the 2002 riots had something to do with this.

Why then does it seem that Modi invented Gujarat's golden wheel when it was already spinning? There are probably two reasons for this. The first is the simplistic assumption that all communalists are intellectual clunks who can't hold two ends of a book together. Modi was read as a one-talent wonder, good at leading riots from the front, but little else. Hence, Gujarat would soon show negative economic figures and, before long, its heirloom would be up for sale. But when that did not happen, Modi's skills at bookkeeping, rather than bloodletting, began to draw attention. Instead of serving just death by culture, Modi cleverly stirred Gujarati garv (pride) into the pot. This made the state's usual growth rates taste nicely different.

It was Modi's highly personalised executive style, rather than his tidy store minding that attracted Indian corporates. They gave as much thought to Gujarat slipping in the development index as they would a drain inspector's report. What mattered to them was the manner of delivery. Modi did not just give Nano shelter, but also readied permits for Ratan Tata in three days flat. Democratic stage fright? Never heard of it. Here was a man who could bend the law at will, but you had to be good to him. Sweetening politicians is easier than playing by the book.

So when Modi welcomed private capital to Gujarat, many Indian entrepreneurs, big and small, rushed to his side. They had at last found the patron they always longed for. The one feature that has endured India's liberalisation regime is the way our native entrepreneurs crave for political goodwill and protection. It was not as if only the riff-raff ran to Modi, the big shots did too. And some of them were regular four-star generals of corporate governance. So much for business ethics.

True, Modi is partial to business, but this isn't news either. Gujarat consistently attracted a disproportionate slice of India's private investment. But Modi's tune was hard to resist not because it was new but because he delivered it with a bang.

The first to sing along was Anil Ambani. After splitting from his brother he found an uncle in Amar Singh. But today he is a card-holding Modi groupie. In the Vibrant Gujarat conclave he even advocated him as India's future prime minister. Sunil Mittal soon joined in, and then the chorus began. CEOs now look at Modi just as ancient Israelis must have looked at Moses. Beauty, in such cases, does not lie in the eyes of the beholder. It rather lies in the eyes of the beholden.
